Unable to load Inventory open balances through FBDI

Unable to create inventory transactions for same item having two different lots in two different locators through FBDI. File is getting loaded into interface table successfully but not getting reflected in Fusion after running Manage Inventory Transactions ESS job. Please find the attached file with 3 records that we used for the import.
