Shift the PO Approval Rules from FSM to BPM in Fusion

We have PO Approval rules configured in FSM and now there is requirement to shift the rules from FSM to BPM however when we checked the BPM we are able to see all the FSM rules are in synch with BPM.

Questions we need help on –

Is FSM and BPM will by always in synch?

Can we force system to pick the rules from BPM?

If we need to do any modification/Addition of the rule, can we do it directly in BPM without impacting the rules which are synched from FSM to BPM?

We tried disabling the stages in FSM and deployed the BPM rules to make sure BPM rules are getting picked but FSM stages are automatically getting enabled after BPM deployment.
