Secure sales office & warehouse on CPQ

We have one business unit.
We want to secure quotes for each team, based on the sales office and warehouse.

More details.
We have 3 teams in the same business unit.
What we now need to do is separate each team using the sales office and warehouse fields.

So we try to do the setup on user groups, but it doesn't work.
