EPM CLOUD pbcs: Users no longer able to create folder in Data Exchange file browser

Summary:

Hello,

After we applied Patch 25.05 ( Cumulative with 25.03 & 25.04), we noticed that users are no longer able to create folder in Data Exchange file browser.
Only Administrator roles can create additional folder in the file browser of Data exchange.

We noticed that behaviour on the 20th of May 2025.

Before the patch update users were able to create the folders.

In the Updates documentation, i did not notice Any oracle announcement talking about this change (unless i missed it)

It seems to be a regression, but the Oracle Support teams asks me to raise an enhancement request !!!!!!!!

In case i missed Oracle announcement about this change, Can you give me the reference of it?
