Purchase Order FBDI is giving error for Ship To Location not valid

Summary: This is the error message while doing FBDI load for PO: The ship-to location isn't valid. Verify that the location is a Ship-to Site and is included in the location set for the requisitioning BU. The associated inventory organization, if there is any, must be the schedule's ship-to organization.

These validation steps already done:
1. Validated Ship To Location and it assigned to inventory org

2. The Location is assigned to Common set

3. Able to create PO manually for same data in system
