Security to schedule refreshes

Hi, would you assist in how to grant security to users to schedule refreshes? I have found some documentation but cannot follow to grant the access. It is scheduled under IDCS access and this page is reflective of my access but I am trying to grant access to another user that is to take it over. I log in to cloud.oracle.com and navigate to Applications>My Application>Fusion Applications>Environments>click on appropriate environment name>Resources>Refresh.
