TransactionManagerServiceV2 is active?

Summary:

We currently use the TransactionManagerServiceV2 service to create inventory returns. This should be reflected in the "Review Completed Transactions" task. When we submit the transaction, we receive a response message in SOA indicating "operation successful," but no transaction creation is shown in the inventory. If the transaction ends with an error, the response message is "-1."
