How to Automatically Publish Uploaded Files in OCC?

We are implementing a workaround where the client adds one or more files to the purchase order. I've reviewed the documentation and understand that using the startFileUpload and doFileUploadMultipart endpoints, I can upload files to be stored on the platform.

However, for the client to access these files, they need to be published from the administration console. Is there a way to automatically publish the files so they are accessible to the client, or is there an alternative method to make them available without manual intervention?
