Whenever I try to create a new configuration via Product Workbench on BOM Type part it gets failed

Whenever I am trying to create a new Configuration via Product Workbench it gets failed and also need to understand whether workbench can also create Recommendation Rules, Constraint Rule automatically? and If yes, then where can we define that what all conditions should be there to run any of these rule.
