Prevent silent updates in Locations Spreadsheet Loader (Insert only mode?)

Hello everyone,

We are configuring the standard Manage Locations setup in ERP Cloud to act as a central master data source for Property and Real Estate management in our organization (using PER_LOCATIONS).

To maintain this data at scale, our users would like to adopt the standard Spreadsheet Loader for Locations, which works very well for creating new records.

However, during testing we found that if a user accidentally includes an existing Location Code in the spreadsheet, the Loader simply updates the existing Location record — with no message, error, or warning. From an end-user point of view, this behavior is unexpected and creates a data governance risk (potential overwriting of key information with no traceability).
