Create button for Consolidation Journal is not available

Summary:

We're trying to setup the FCCS application to have a user with "User" predefined roles and Consolidation Journals Roles of "Consolidation Journals - Create" and "Consolidation Journals - Submit". However, the Create button is still grayed out.
