Oracle Fusion ERP : How to automate Configuration deployment

Our current approach is a semi automated one :
Export configuration manually into a zip file.
Version control the zip file in bitbucket/github.
Import the configuration manually from the zip file.

Can this step be automated using Oracle Fusion APIs. The challenge we have seen is that not all configs in Oracle Fusion can be exported or imported using APIs. In effect a few manual steps are required to deploy those.

How are most customers deploying the configuration? Is a fully automated way possible?
