All Open Category Communities not appearing on the Category filter chip

Hi Experts,

As per Oracle documentation, I am expecting the 'Category' filter chip Me > Learning > Learning Catalog tab to display all Open Category communities, and any Closed or Secret Category that I am a member of. Same behavior expected for the Category communities displayed as tabs on the Me > Learning > Learning Catalog tab

However, different learners are seeing different number of Category communities in the 'Category' filter chip. For example, if I have 7 open category communities, some learners are seeing 4 category communities in the filter chip, some are seeing 5, etc.

I followed the steps listed in the below document, and it did not help.
