How to provide read only access of Setup and Maintenance task

Summary:

Our customer has a requirement where they want to provide read only access of setup and maintenance to few of their team members so that they can check the setups. Is there a way to provide that.

We had tried the profile option 'FND_READ_ONLY_MODE' but it doesn't restrict the access to read only.
