Does Interactive Budget Control Analysis Report has a dependency on the ORA_BUDGET_MANAGER_JOB?

We have copied seeded Budget Control Analysis Report under custom folder due to client's requirement and have created a custom budget manager role. We have just copied the report and no other changes has been done on the report on DM or report level.

When we try to run this report through user which has custom role the user is not able to view any output when we run it in interactive mode but it runs successfully for other output type such as HTML, PDF. But for user which has seeded budget manager role, the report is running fine without any issues.
