Restrict employees from entering more than a specific number of hours on a project task in a month

I have a requirement where I have to restrict employees to enter more than 100 hours on a specific project task.

I am not sure how to achieve this as I can't find a way to get the time entered against the project task by all the employees in Fast Formula.

Any solution to achieve this.
