End User has to clear cache daily to see Tile created in Sandbox

We utilized the sandbox to create a custom tile so we could house the EPM links within our Oracle Fusion ERP system. Once promoted to Production we noticed many users weren't able to see the tile that was created. Clearing cache resolved this issue, however they are having to clear cache daily in order to see the custom tile.

Has anyone experienced this issue before?
