Why can employees re-submit a timecard when approved timecards are not allowed any edits?

Summary:

We have restricted employees not to make any edits to approved timecards, however they are able to re-submit the the approved timecard and the timecard goes to submitted status. Can there be an error notice when they try to click on the edit, similar to how the delete prompts an error?
