When we cancel the Change Order without saving it

Hi All,
We have a scenario, in which the requisition is approved and associated to the Purchase Order.
When the requisition is selected for edit by requester, the Change Order form is populated.
If the requester just cancel the change order in change order form without saving the Change Order.
Then the change order number stays as it is , but we not able to Delete or progress.
Can you suggest what should be done in this case.
