Payroll Time card approval rule is failing in BPM, unable to forward the approval to manager

The Payroll time card approval has a rule condition configured where 'consumer configuration set' seeded attribute is used and it is mapped to the time consumer set and this attribute is not getting populated in the payload and rule is failing in BPM not able to forward the approval to the manager to approve.

Although I had raised an SR for this and after having multiple testing and trying solutions, Oracle has confirmed it is a bug and raised a bug for it.

But did anyone faced any similar issue and help me to get a workaround for this issue.
