Why am I getting "You need to enter a valid value for the UsageLevel attribute."?

While creating a .dat file for and HDL ElementEntry (Merge) file, I follow the attributes listed under the View Business Objects→Business Object: Element Entry. To get there, navigate to My Client Groups→Data Exchange→Import and Load Data. When you look at the Attributes tab, you see the attributes that are required for new objects as well as the ones required when performing any other actions such as Update/Delete. With that being said, there are no attribute named UsageLevel. While doing some research, I read that it may be caused by configuring the HCM Loader Business Objects Access By Role. I tried by adding the one that I believed was the business area that ElementEntry fell under :Global Payroll - Personal Information. Even when adding that, it didn't make any difference. So my question is why am I getting this error and how to you set the UsageLevel value if there's no attribute to be set when constructing the HDL.
