Able to apply qualification leave even though the plan balance is zero. How to restrict ?

Hi,

Employees are able to apply Qualified Entitlements for a qualification leave even their remaining balance is zero.

I would like to restrict employees not able to apply absence if remaining balance is zero.

I am attaching the full leave Type & Plan setup.
