Item not fetching in Min Max Report

Summary:

There is one item for which On Hand quantity is below Minimum quantity; however, in Min Max report item is still not showing for reordering.

Item MaximumQty-46
Minimum Order Qty-40
Maximum Order Qty-40
On hand-2 (Available to Transact and Reserve)

In Min-Max report it should fetch the Item with Reorder quantity as 40.

I tried in lower instances (Test and Dev 4) with same scenario it is working for that Item. Dev 1 is cloned from Production last week. In Dev 1 also Item is fetching in Min Max report with Reorder quantity as 40.
