Refresh HCM groups incrementally from a prior date

Our customer has go live on time and labor planned on Oct 2025 for 5 countries. Consecutively, they would go-live a total of 40 countries.

Requirement - They need to convert timesheet data (from legacy system) starting 1-Jan -2024 till Oct 2025(go-live).  They would allow employees to update timesheet data starting from Oct 25' backwards until Jan 2024 once live in Oracle. 
To achieve the above, HCM groups would need to be evaluated starting 1-Jan-24 until Oct 2025.

Problem 1: with release 25B, the option of evaluating HCM group at a prior date is removed.

Problem 2: even if the option of evaluating HCM group at a prior date is used, in order to evaluate groups daily starting from 1-Jan-2024  to Oct 2025 (which is 21 months), the only way is to evaluate all HCM groups starting 1-Jan-24 and then evaluating every 15 days by using parameter 'Prior 2 weeks'.
