Can we force users to setup Multifactor Authentication upon their next login?

After enabling Two-Factor Authentication for a User Category in Security Console, is there a way to force users to setup Multifactor Authentication upon their next login?

We are testing enabling two-factor authentication for a specific user category using the standard login page.
We were able to successfully configure the user category. I then can successfully get to the settings to setup the 2-Step Verification methods as a logged in user. However, can we force users to setup a method upon their next login?
