how to customize pop up notification

Hi Team,

We have a requirement to send a custom pop up notification to buyer upon receiving the B2B inbound details.
We have used 'atkPopupItems' rest api to send the notification and can see this pop up notification (bell icon) in SaaS. It appears as below:


This is just a pop up notification and we cannot open it (We can just read it). The additional requirement is to get it opened and have an 'Action' button under which buyer would see an option is 're-assign' to some other user. The message should look as shown below:
