Multicolumn Numeric Data load problem with multiple Period in rows

We have a planning application where the period dimension is sparse and the members are non-standard like Jan-15, Feb-15, Mar-15. In the year dimension we are only using No Year as the year member. Our file is a multicolumn data file with accounts in columns and multiple Periods in rows. (Sample below). Ideally, we would like to load at Jan-15 → No Year, Mar-15 → No Year intersection and henceforth. the file will have multiple years as well.
