How to default the payment type and percentage in the personal Payment Method definition

Summary:

While defining a personal payment method from an employee's login (Me → Pay → Payment Methods → Add), can we default the "Payment Type" and "Percentage" fields ? On editing the page, I couldn't find any Business Rule section in VBS.
