how to add attachment to PR approval task via API call

We are trying to add attachment files to PR approval task via REST API.

I can find this doc, it seems this API can be used for this requirement.

REST API for Oracle Business Process Management - Add a Task Attachment

But I am not really understand how to prepare the request payload.

From the sample payload, I did not see where the attachement file is, just name and URL, but no file content. is there any other steps need to complete before this step?
