Project Status Notification Approval rules based on job level

If approver not found at a particular job level should skip the level and go directly to next level.

Currently, if no approver is found at a job level (no employee at the moment but a temporary condition, until job is filled so this level is needed) it finds approver at next level and sends the approval notification. But then workflow sends another one to the same approver for the next level of approval too, as a result the approver has to approve notifications TWICE once for his level and once for the level below.

In BPM, is there a way to configure to send only one notification to next approver if a job level does not have an associated employee?
