POST Rest API without having access to all Fusion data

Hi there, we have the following case.

1. The IT Service desk person would like to sent POST REST API line to create an enrollment in a course for anyone.
2. He does not have access to all Fusion data. He is just a normal Fusion user. We cannot give him this access.

Is it possible that he uses something like a token to send these POST learning enrollment creations?
