With the new OCI Login pages what do we use as the url for Login Audit Rest API url

Summary:

With the Oracle changes for the Oracle Cloud HCM login pages moving to OCI login pages, what do we use as the api for Login Audit Rest API url?

Example:

Before:

https://[instance].login.em2.oraclecloud.com/api_endpoint

New Login URL:

https://idcs-[id].identity.oraclecloud.com

I have also found enabling the Profile options does not seem to enable the Checkbox in Security Console to enable a user to access the Audit API.
