SET EVALUATE_LIFE_EVENTS Y Not working in ParticipantEnrollment.dat HDL

We are trying to evaluate a custom Potential Life Event (PLE) using HDL in Oracle HCM Cloud. The HDL file ParticipantEnrollment.dat includes the instruction SET EVALUATE_LIFE_EVENTS Y at the top. Additionally, the Business Object Parameter for Participant Enrollment > Evaluate Life Events has been overridden to Yes in Setup and Maintenance > Manage HCM Data Loader Configuration Parameters.

Despite this setup, the HDL load fails with the error:

Unable to find a started life event.

The life event is created via PotentialLifeEvent.dat with status UNPROCESSED, and the evaluation is expected to happen during the ParticipantEnrollment.dat load.
