Assigning Training to Rehires

Summary:
We need to find a way to assign colleagues with a break in service of over 30 days to take specific courses. These are typical "New Hire" courses, but since they completed in the past, the are not assigned it again.
We have a BI report that our reporting team built to identify, but then we have to manually assign. This is not very sustainable, and leads to delays in assigning training to the new hire.
Current path we are exploring is to set up "Rehire" initiatives that assign to colleagues that are newly hired AND whose start date is > 30 days after their last term date. However, when trying to build the analysis report, the Work Relationship Start date matches their rehire date
