Home Address Error with Enhanced Address Validation

If we try to add a Mailing Address or Resident Tax Address to an employee with a Home Address after we turned on Enhanced Address Validation, we are getting an error. Anyone else seeing this? Any ideas on how to fix?

We've had an SR open for 2 weeks on this with no resolution.
