How waitlist work for Oracle learning?

Hi all,

We created an ILT offering with a maximum capacity of 1 and enrolled 2 learners. Learner #2 was correctly placed on the waitlist. However, when learner #1 completed the course, learner #2 remained on the waitlist. Why did this happen?
At what exact moment is a seat considered available
