Alert to trigger when reduction in headcount happens in a position

An alert should be automatically triggered whenever there is a reduction in headcount for a given position.
For instance, if a role is allocated three headcounts and one employee resigns or is terminated, a notification should be sent to the designated parent position incumbent (as defined at the position level).
