EDM allows the same user to be an approver with enrich capabilities and commit the same request?

Why does EDM allow the same user to be an approver with enrich capabilities and commit the same request?

When a workflow has both an approval and commit policy, the same user can both approve (and if allowed enrich) a request and then commit the same request.

How can EDM be setup so proper SOD is configured that will not allow the same user to both enrich via the approval stage and commit?

I do understand that if I dont allow the same user in both the approval and commit groups on the two policies this will create the SOD, but I want to ensure that there is never a case where the same user is in both the Approve (enrich) and Commit policies and performs both steps of the workflow.
