Provide Rest api for RMCS data creation and update

Description (Required):

To make data correction within RMCS , today we have to rely on groovy script which is time consuming and difficult especially during month end closure procedures . Availability of REST API to post/patch the RMCS table data would be helpful to remediate any issue caused by interface from SMC to RMCS or manual updates

Use Case and Business Need (Required):

Prevent already interfacedlines from SMC to going to RMCS thus eroding the overall performance of the interface
