Clarification on the "View All Document Types" Predefined HCM Security Profile

Is the "View All Document Types" Predefined HCM Security Profile intentionally set to Include no documents?

We are suddenly having problems pulling back I9 forms from HireRight today, and I am wondering if it is a permissions issue.

The document type security profile on most of our custom HR roles is View All Document Types, but based on the definition in the screenshot below, it looks like the profile is configured to INCLUDE the listed document types, but there are no document types listed. If the intention was to all access to all existing and potential/future document types, this would be EXCLUDE and then list no document types.
