What does dash(-)/ hyphen mean in Bypass approval in approval rules?

what does a blue dash(-) means in Bypass Approval in approval rules? how this dash is selected. I can see for my client for a particular flow, the bypass approval selection is dashed. however, on clicking on it, it either goes on a blue tick or greyed out. can someone help me with this?
