Access Reported Time in a Time Calculation Rule FF

We have a Rule (Time Calculation Rule) that is the second in sequence in the Rule Set, but by doing that, is picking up the calculated time instead of the reported time. is there a way to force the FF to read the Reported time instead of the calculated time?
