Blocking tunnels and bridges

We have a requirement to block specific tunnels and bridges in OTM. As per HERE, the tunnel category parameter can be used to block tunnels. However, in OTM this parameter cannot be used alone — it must be configured along with the HAZMAT routing parameter, which specifies hazardous items. Since this approach only blocks tunnels (not bridges) and also requires extensive master data implementation in our current configuration, we would like to explore an alternative. Can the AVOID AREA parameter (based on coordinates) be used to block specific tunnels and bridges by defining their location in the parameter value?
