How can I hide the HIRE_ADD_WORK_RELATION action?

Good morning.
We have a problem in that some users are using the HIRE_ADD_WORK_RELATION action to perform rehires.
Our question is whether it is possible to hide the HIRE_ADD_WORK_RELATION action from assistants if the person to be assigned is not active in the system.
That is, for example, in the Create Contractual Relationship wizard, the HIRE_ADD_WORK_RELATION action should not be available if the person does not already have an active contractual relationship.
