How to handle low cost items during Work Order Execution ignoring the On Hand for such items ?

Summary:

There is a requirement in semiconductor Industry where the low cost Items as components need to be considered in the Output Costing via Work Order. They do not want to track the On Hand for low cost Items but need to have the capability to transact the low cost Item in the Work Order even if On Hand is not available.
Constraints: Negative On Hand Balance is not allowed in the Inventory Organization.
Approach Tried
Approach 1: Enable the supply type of Item as Bulk which ignores the low cost item during Work Order Completion. The low cost items need to be reported manually (On Hand is available) in the Work Order if needs to be considered in the Output Costing. But in this case, if the On Hand is not available, the system is triggering the error of "Negative On Hand Balance is not allowed in the Organization".
