Is configuration needed to accept or decline the waitlist for Learner?

Hi all,

While testing the waitlist functionality, I’m unable to replicate what is described in the Oracle documentation, where it states that the learner has the option to accept or decline placement on the waitlist. Could it be that this functionality requires additional configuration?
