Why doesn't Generative AI only show all results using Causality for Exceptions?

As shown in the screenshots below, there is a Causality for Exceptions Gen AI conditional format setup to select the top20 Account performers (first screenshot) with both positive and negative performance to Budget. The results commentary reads the top 17 performers (there are only 17 GLs in this Account Group) but the list only shows 16/17 (second screenshot) and is missing the largest negative variance GL (last screenshot)
