Fixed order modifiers not being respected in the plan?

Summary:

I am running a constrained supply plan in oracle fusion and using FBDI Templates to upload data into the system.I am giving fixed order modifiers like Fixed order quantity,Min and Maximum order quantities in the master item template and by selecting batch settings and also giving batch quantity in the routing template but system is not considering making batches but only giving output on item basis.
