Prevent item updates for an item undergoing a change order

in Product Master Data Management

I have below requirment to be implemented in PDH. Can anyone let me know if this has been done earlier? Or Is it feasible in PDH?

"If an item is undergoing a change through a change order, then no one can update that item, until it is approved. Only after change order is approved, other users can update the item and create a change order."
