How to do bulk upload of employee skills such as competencies and certifications?

Summary:

We are currently implementing PRM (Project Resource Management) for our client. When a project resource request has been submitted by a project manager, resource manager will evaluate the request. During evaluation, there is what we called criteria. One of the criteria we have is the competency.
We are trying to know if there's a way to do a bulk upload of the competencies under the Employee Details because currently we are manually adding them on the employee in the Person Management, which is quite tedious.
